I want to put an Avatar Pic for my posts. Needs to be 60x60pixels but less that 6kb (this one of the most restrictive sizes I have come across). I have been trying to reduce a pic I have to below 6kb but even using photoshop I cannot get it below 12kb - no issue with 60x60 but the I cannot get down to 6kb.
Any suggestions on how to achieve this target would be great.

Very simple - Photoshop is a monster of a program and wants to add all sorts of extra data about itself to the picture.
Download and install Paint.net - use my How to under "Random Pictures" to resize you image. (Choose pixel rather than percentage) - Just added my Avatar that way.

Anothr quick way is to do a search for "avatar maker" on the net, you upload a pic and tell it what the max size is and it does it for you.
